LeCarre was an elderly and insane Cobra cook. After the sinking of the Trawler heli-carrier and the U.S.S. Flagg during the incident with the antimatter pod, he found that he had been unable to evacuate the former, and reprogrammed what was left of it's complement of B.A.T. (RAH)s to repurpose both derelicts into an underwater city. When Cobra attacks a nearby oil-rig, depth charges rock the wrecks from the ledge and knock some sense into LeCarre. He, the Joes, and the Dreadnoks trapped inside all team up to use the pod to raise the Flagg and the Trawler.
