Team leader Lt. Stone described Ballistic as an "Olympic-class marksman and then some." Stone also alluded to sharing history with Ballistic from which Ballistic apparently owed Stone a favor. Stone intended for Ballistic to repay that debt by joining his new team. During the period in which Stone was forming G.I. Joe Extreme, Ballistic was seen showing his superb marksmanship at a carnival shooting perfect free throws at a basketball game booth and nearly clearing the vendor of his stuffed animal prizes. Moments later, a thief rushed past Ballistic, carrying bags filled with money stolen from the carnival. Ballistic intervened by throwing a basketball at the thief in pinball fashion, allowing security guards to apprehend him. Carnival staff and customers gathered to praise Ballistic and his ability to never miss any shot he makes.
