Blackwater Prison is a maximum security prison facility used by G.I. Joe to house important prisoners. It was intended to hold Cobra Commander after he was captured in a rolling gun battle on a American desert highway against G.I. Joe forces. The gun battle was a struggle over possession of a highly valuable technical component essential to Cobra's creation of its Weather Dominator machine. Cobra Commander was seen escorted to his cell but never officially confined as he was quickly rescued by Baroness and Zartan disguised as Dr. Cassels and Colonel Sharp respectively.
