Dr. Cassels appeared as part of the parole board at Blackwater Prison. She was authorized by Colonel Sharp to complete a case review of the recently captured Cobra Commander after he was brought in by a G.I. Joe escort headed by Gung-Ho. She explained to Gung-Ho that Cobra Commander deserved a fair chance to mend his ways rather than serve any lengthy prison term. After an enraged Gung-Ho was ordered away by Colonel Sharp, the doctor announced her plans to assign Cobra Commander to a basket-weaving class as part of his rehabilitation program. This was merely a distraction to the Warden. This allowed Colonel Sharp to use sleeping gas on the prison's security staff before he and Dr. Cassels revealed themselves as Baroness and Zartan respectively.[1]
