The technology for the M.A.S.S. Device came from Dr. Vandermeer. He was approached by Cobra who forcibly took the technology from him for their own nefarious purposes. Breaker was able to trace the technology to the good doctor after the recent theft of a spy satellite. The Joes were able to rescue Vandermeer who is more than happy to help them by building their own M.A.S.S.
