Mutt, Spirit, and veteran Russ hook up with a local gang of juveniles to combat Cobra in Millville. Meanwhile, Flint, Lady Jaye, Roadblock, and Muskrat are sent on a mission to placate Jugglers. They're dispatched to Sierra Gordo in the company of the rebuilt Oktober Guard, with veteran members Daina and Dragonsky joined by new recruits Lt. Gorky and Sgt. Misha.


Detailed summary

The New Guard
Mutt and Spirit have been betrayed to Cobra by Mutt's Uncle Jeff, who has been brainwashed. A group of Vipers attempt to take them out to their BUGG, but they are disrupted when Junkyard appears and attacks the troops. Mutt and Spirit take care of the immediate guards and they are saved from Cobra reinforcements by the veteran Russ, who fires on them from the commandeered HISS. As the group flee, a Tele-Viper calls up air support and the HISS is destroyed, but not before the foursome have abandoned it.

The next night, at Utah, Hawk and General Hollingsworth inform a team comprising Flint, Lady Jaye, Muskrat and Roadblock that only a presidential order stopped the Jugglers disbanding GI Joe. The organisation's continued existence depends on the success of their mission: A mission so secret even the two generals don't know what it is, handing them sealed orders and telling them an aircraft will pick them up shortly. When it arrives, they slowly realise it is a Soviet plane, also containing the Oktober Guard: Daina and Dragonsky plus new members Lt. Gorky and Sergeant Misha, who have sealed orders of their own.

Russ takes Mutt and Spirit to the only other people to have evaded brainwashing in Millville: A group of juvenile delinquents. However, the juveniles are unconvinced that things will be worse under Cobra than they are under the establishment and their leader, Spike, almost comes to blows with Mutt. Russ, who runs a youth programme for the youngsters, lectures them about taking the easy way out in order to get the rewards Cobra promised. He and the Joes leave but Spike and his gang follow them and agree to help. Russ says they're going to attack Cobra Headquarters.

Aboard the transport, both the Joes and Oktober Guard are dismayed by their orders: They have been instructed to help a rebel coalition in Sierra Gordo take the country back from Cobra and Destro, but all know that even if they succeed, the members of the coalition will soon turn on each other. They attempt to land at a supposedly rebel-held airport, only to find themselves being fired on by Cobra. The pilot and co-pilot are killed and Lady Jaye and Gorky have to bring the plane into a relatively stable crashlanding. Darklon leads the Cobra troops in an assault and the plane survivors flee in their transports, wondering what happened to the rebels.

Snake-Eyes and Storm Shadow are visiting Scarlett in hospital and note her coma has stabilised. However, they are interrupted by Sioban O'Hara, who announces she is Scarlett's sister and an attorney-at-law, and is petitioning the courts to spare Scarlett further suffering by terminating her life support.
