Believing Scarlett is soon to die, Storm Shadow blackmails the Jugglers into giving Snake-Eyes a dangerous mission in Borovia. The Joes and the Oktober Guard continue to fight their way out of Sierra Gordo, and Mutt and Spirit are arrested by the Joes in Millville, which shows no evidence of brianwashing.

Amazing the Welkin
Storm Shadow crashes into the Jugglers' meeting room. He explains he's not there to hurt anyone, as he easily dodges weapons fire and blocks a gun with his sword, but couldn't get an appointment because no-one would admit they existed. He explains that Snake-Eyes is spending all his time by Scarlett's bedside watching her slip away and wants the Jugglers to give him a mission to save him from despair. He produces a stolen file on George Strawhacker, a soldier they left to language in a dungeon in Borovia, and insists they make things right.
In Sierra Gordo, Flint, under Cobra bombardment, tries to send a radio message to the revels before concluding their only help is going to be from Anibal and the Tucaros. Roadblock and Misha report that Cobra are bringing in their heavy vehicles: Razorbacks, Demons and H.I.S.S. IIs. Darklon guesses their quarry will be heading for a pass but timed charges slow Cobra down. Flint's group are transporting the injured Muskrat and Lt. Gorky, along with a fatally wounded Tucaro. Roadblock and Misha stay behind at the pass to hold Cobra off, but Cobra pull back and then fire missiles at them. Roadblock is blinded and tells Misha to run, but Misha has shrapnel wounds in his legs and can't walk.
In Millville, Spirit, Mutt, Russ and Spike's gang are preparing to raid Cobra's steel mill, while other members of the gang take control of the police station, but when they burst in they burst in they are confronted by workers who show no sign of Cobra brainwashing. The foreman, Jake, says the mill has just reopened because of new orders. The confused liberators leave the mill, to be accosted by police officers accompanied by Hawk, Law and Order. They witnessed Raggedy-Mouf invading the police station, and Raggedy-Moof says the police officers are genuine, not Cobra. Mutt and Spirit try and explain the situation but Hawk says he's met with the police chief, mayor and several prominent citizens and seen no sign of brainwashing, while the police insists the only terrorists are the two Joes and their allies. In light of the evidence, Hawk has no option but to place them under arrest.
At the New York hospital, Stalker tries to get Siobhan to let Snake-Eyes sit with Scarlett at the end but Siobhan refuses, saying Snake-Eyes is the reason she never met a "proper gentleman". Stalker and Snake-Eyes leave and run into Storm Shadow, who cheerily tells Snake-Eyes about the mission he has for him: Rescuing George Strawhacker, the man who was going to marry Snake-Eyes' sister.
Darklon and his men find no sign of their opponents so begin to destroy the rain forest. A foot up in the air, Flint and the others monitor for signs of Roadblock and Misha. They eventually catch sight of the pair, with the blinded Roadblock carrying Misha on his back as Misha shouts directions.
Back in Milville, Jake receives a phone call and goes back into a trance as he hears the word "Broca", with the other workers doing the same when he repeats it to them. They begin assembling Terror Dromes for Cobra. Watching from a balcony, Cobra Commander notes that the re-zombification code word snaps them back into their brainwashed state: They can convert them into normal citizens for prying visitors and then re-brainwash them.
Storm Shadow and Stalker accompany Snake-Eyes on the plane that's going to drop him into Borovia. Storm Shadow tells Snake-Eyes that the communist government and the two regimes that replaced it have already fallen and places him in a ninja trance to turn him into an unfeeling living weapon. Back at the hospital, a nurse calls out for the doctor. Siobhan casually asks if Scarlett's dead but the nurse says she's come out of the coma and is going to live. Siobhan complains to the doctor who told her there was no chance of recovery and the doctor simply says these things happen. Scarlett asks where Snake-Eyes is.
