The Joes plan a strike against Castle Destro. Billy and the Baroness are subjected to the Brainwave Scanner. Storm Shadow visits Scarlett and Snake-Eyes, on leave, and tells them of his intention to rescue Billy. Cobra Commander develops a new suit of battle armor.


Detailed summary

In the thrilling world of G.I. Joe, Flint and Lady Jaye find themselves spying on Cobra in Wolkekuckuckland, where they overhear Cobra Commander, Destro, Dr. Mindbender, and Zartan discussing their plans to take over the land.

Concurrently, Duke's Star Brigade team returns from their first successful space mission. The story then takes us to Trans-Carpathia, where Billy is subjected to the Brainwave Scanner, resisting it better than anyone before him. Upon Cobra Commander's return, Billy reveals the Baroness's planned escape attempt, which is quickly thwarted.

In Wolkekuckuckland, Hawk and Stalker witness General Liederkranz awarding a medal to Wolfgang for his supposed bravery in saving the country. However, Flint and Lady Jaye return with the truth: Wolfgang's actions were accidental, and he had intended to betray General Liederkranz to Destro.

Simultaneously, as Billy leads Cobra Commander to a secret part of Destro's castle, he makes his escape and launches a missile, which is shot down by a Viper. At the Pit, Storm Shadow and Cover Girl closely monitor the tense situation.

Cobra Commander punishes Billy by subjecting him to further Brainwave Scanner treatments. Back in Wolkekuckuckland, Wolfgang tries to evade punishment by claiming to have a full accounting of funds, but Stalker exposes him as a bookie when he discovers Wolfgang's betting book.

Meanwhile, Storm Shadow travels to the High Sierras to visit Snake-Eyes and Scarlett. After Scarlett leaves them alone, Storm Shadow informs Snake-Eyes of Billy's capture and urges him to save the captive.

Scarlett is upset at the prospect of Snake-Eyes being pulled back into action, but Storm Shadow insists that he has only come to say goodbye. As the story concludes, Cobra Commander tests a new body armor that can be worn discreetly beneath his regular uniform, furthering the ever-evolving conflict between G.I. Joe and the forces of Cobra.
