General Howe is 1 star U.S. Air Force Brigadier General. He is first seen in the Sunbow episode The Synthoid Conspiracy (Part I). He along with General Franks, Admiral Ledger, and Colonel Sharp are replaced by Cobra clones called Synthoids.
