General Wagstaff was an alias used by the Zartan. It is unknown if a real General Wagstaff exists.
Wagstaff appeared as a two-star U.S. Army General. He was introduced by civilian scientist Dr. Renault as being the military liaison assigned to the security of her transmuter research project. The purpose of this disguise was to retrieve the blueprints to the transmuter believed to be in the Joe's possession. Joe members Flint and Lady Jaye who were assigned escort duty of the general and scientist quickly realized both were imposters, forcing the pair to reveal themselves as Zartan and Baroness.[1]
