Corporal Hershel Dalton, aka Heavy Duty is a by-the-book military type. He is Roadblock's cousin, and has had a long standing rivalry with him. Heavy Duty promises to bring in the fugitive Roadblock in exchange for a permanent position on Flint's Falcons squad. He arrive in Mississippi just in time to arrest Roadblock who was at a cemetery to visit their grandmother. However, before he could take him, their ambush by Major Bludd who wants revenge on the Joes for scarring his face. Heavy Duty took Roadblack to his vehicle and drove off but went off road and landed in the river where they lose the keys and are now handcuffed together.
