Ivan Balankov is a fictional Soviet politician, and Prime Minister of the Soviet Union. In the 1983 television miniseries, the Cobra require him do disarm the Soviet military. When he refuses, the Cobra teleports him and the Soviet soldiers to the Cobra Island headquarters.[1]
