Jonathan Pryce is an British actor who portrays The President of the United States in G.I. Joe: The Rise of Cobra and G.I. Joe: Retaliation, as well as the character of Zartan impersonating the President.

Pryce is best known as Jack in Jumpin' Flash Jack, Colonel Juan Perón in Evita, the James Bond villain Elliot Carver in Tomorrow Never Dies, Seamus O'Rourke in Ronin and Gov. Weatherby Swann in the The Pirates of the Caribbean film series.
