The ranks of Cobra Vipers originally consisted mostly of mercenaries and criminals. As Cobra works with James McCullen towards their goals, twenty mercenaries are selected for the painful series of injections and the ones who did not die from their pain are turned into super soldiers. Each subject is injected with 1000 mL of nanomite solution, leaving a scar in the shape of a small cobra's head. After injection, specially designed nanomites rewire the subject's central nervous system, putting the subject under the absolute control of the Doctor. Since Neo-Vipers normally did not identify any identifying markings other than the scar, this made them perfect for infiltration, as they were indistinguishable from normal soldiers until and unless they displayed their enhanced abilities. After the nanomite procedure is perfected, Cobra uses kidnapped soldiers from around the world to form their corps of Neo-Vipers, though they continue to maintain a more elite team of specialized warriors, such as Storm Shadow.
Missions[]
Neo-Vipers constitute the main ground force of Cobra's army. In one mission, they assist the Baroness in Cobra's attack on The Pit. The Doctor attempts to turn Duke into a Neo-Viper, but is thwarted by the Baroness, who breaks from his control. Later, two Neo-Vipers pilot Cobra Commander's sub when he and James McCullen evacuate the M.A.R.S. Base. They are either killed or captured when McCullen, now known as Destro, and Cobra Commander are captured by Duke of G.I. Joe and Ana Lewis, the woman who was formerly the Baroness.
Another of this corps of Neo-Vipers infiltrates the Secret Service team of the President of the United States. When the White House is targeted with a nanomite warhead, the President and his team evacuate to an underground bunker, built by M.A.R.S. Industries. The agent then kills his fellow agents and the President's staffers, in order to admit another of Cobra's agents, Zartan, who then takes the President's place.
