Polly was owned by G.I. Joe member Shipwreck.

Marvel Comics continuity

Polly would often repeat commands, as well as nautical terms. Polly learned sailing songs from Shipwreck, and was prone to including Shipwreck's name in them. Because of Polly's irritating behavior, Shipwreck would often leave him back home while away on missions. (SM 1, SM 27, YB 2)

He is later copied during Shipwreck's torture session in "There's No Place Like Springfield."

He leads orphan girl Jenny to Shipwreck, who Zartan tied up in "Once Upon a Joe."
