In order to stand a chance against the Headman, both G.I. Joe and Cobra formed a mutual alliance, with a pair of randomly-selected members from each side assigned to work together. Shockwave ended up pairing with Crimson Guard No. 1.
During the assault on the Headman's intercity distribution house, Shockwave and Crimson Guard No. 1 attempted to launch a sneak attack by entering the building's rooftop, but were immediately taken prisoners by a group of Headhunter troopers. Much to Shockwave's surprise, his Cobra ally struck up a bargain, suggesting he brought Shockwave to them on purpose.
Once inside the building, Crimson Guard No.1 launched a successful attack on the Headhunters, the bargain revealed to be a ruse. Shockwave believed he was going to be betrayed, and gave him credit for being sneaky. The Crimson Guard declared that normally he would, however the welfare of his sister (and the Headman's money) was more important.

Trivia[]
- "Shockwave" is one of the names Hasbro uses for both G.I. Joe and Transformers properties. In the early 2000s trademark issues forced both characters to be renamed "Shockblast". The name "Shockwave" was recovered by Hasbro by 2006; however they have opted to use it only for the Transformers line and so the 2008 and 2009 releases of the G.I. Joe characters have been called "Shockblast". Using the different names allows Hasbro to retain both trademarks.
- He appears in the commercial for G.I. Joe #72, riding the Desert Fox in pursuit of the Star-Viper, although he is not in the actual issue, and it is Tunnel Rat who rides in the vehicle instead.
