Zartan is an evil character in the Energon Universe G.I. Joe comics from Skybound.

Zartan is the leader of the Dreadnoks and brother to Zarana and Zandar. He gets mentioned when the Dreadnoks torture Cobra Commander.
Zartan is probably still a master of disguise, and so during the alien abduction meeting in the first issue of Duke, there's a chance that someone is referring to having seen Zartan.
As Zartan is a master of disguise, there's a chance Zartan will be introduced, or has already been introduced, in the guise of someone else. Maybe someone like Major Gorman.
